The CCH Rhetoric Machine went into overdrive at Thursday’s Cabinet. After claiming their untrue statements about Shapley Heath were just rhetoric, they went on to make more spurious claims in the Cabinet meeting (report here). We have produced a short video to tackle the main claims:

CCH have been accused of:

– being rude to members of the public.

Not by us. There are many words we could use to describe CCH’s attitude, but on the night they weren’t particularly rude to anybody.

– being prejudicial towards a new settlement.

Not true. Prejudicial has no meaning in this context. The accusation in the QC opinion is of CCH being of ‘closed mind’ and thus having a predetermined attitude to matters relating to Shapley Heath.

– wanting to build houses Hart doesn’t need.

Well, this is true. Their own Local Plan said that the new town wasn’t required. The inspector agreed and threw out Policy SS3. The Garden Village bid document said the same thing. Yet, they still bid for Government money for an unnecessary Garden Village. Now they have agreed to spend up to £650K to flesh out the plans for it having committed to Government that it would deliver 5,000 homes above local requirements with an indication that there is capacity “…for a development of 10,000 homes…”.

– wanting to build 10,000 new homes.

Up to 10,000 houses is stated both in the bid and the accompanying Vision Document.

We say, we were assertive in demonstrating our reasoning, were reactive to correct misinformation and were defensive, when necessary, of ourselves and, the people we represent.

As you decide for yourself, we would like to draw your attention (see below) to just one member of the public’s statement as it has bearing on one of the accusations made against us (We believe this refers to the RHA statement):-

Rural Hart Association (RHA, made up of 3 predominately Winchfield groups),

Not true. WAG is based in Winchfield. We Heart Hart is based in Hartley Wintney and NE Hants Greens are district-wide. In addition, other Hart-wide groups support RHA. 

state they want to regenerate Fleet Town Centre and, have ‘given developers the Hart Centre’.

True. RHA does want to regenerate Fleet and the other urban centres to keep up with neighbouring towns like Camberley, Aldershot, Farnham and Wokingham. RHA came up with several options for regeneration of Fleet. Hart Shopping Centre was put forward as one of these options to developers by RSH.

They then state that their developers will not carry out any work on this ‘regeneration’ scheme ‘unless HDC takes the Garden Village off the table’.

Not true. The developers won’t invest time and money in urban regeneration when the Council has such an obvious bias towards the new town and clearly no interest in looking at urban regeneration.

Is this prejudicial by residents of Winchfield wanting future development away from them and for it to continue in and around Fleet?

Again ‘prejudicial’ has no legal meaning. Residents aren’t the people who actually make planning decisions, so they can’t be predetermined. Of course, they can oppose proposals they disagree with. The Local Plan itself identifies the decline of Fleet as a key issue, yet the policies to address this are feeble. It is the interests of all Hart residents for the countryside to be preserved and for all of the urban centres of Fleet, Hook, Blackwater and Yateley to thrive. Private money is clearly available to support such schemes as evidenced by the regeneration of Camberley, Farnham, Aldershot and Wokingham.

If you live in Fleet, Church Crookham, Crookham Village, Elvetham Heath and Hook, you will know they’ve seen the majority of urban expansion over the last decade.

Compared to their size, Hartley Wintney and Odiham have also seen big new developments. In addition, Fleet has fallen behind its neighbours in terms of retail, leisure and public amenities. 

Do you ‘really’ want more development tagged on, using existing infrastructure… roads, schools, doctors, station that already cannot cope?

No. A masterplan for all of our urban centres will address these issues and should also deliver infrastructure funding in the places that need it. Remember the infrastructure plans for the new settlement were described by the Inspector as “not of any great substance”. Plus, a new town won’t deliver any new infrastructure for existing settlements. At least urban regeneration would deliver funds for infrastructure in the areas that are already creaking under the strain.

Do you want to live in town where it’s centre is high rise apartment blocks offering no outdoor space for families?

The LSH proposal for the Hart Shopping Centre utilised existing sightlines and in no sense was it “high rise”. Additional regeneration opportunities such as the Civic Campus could also deliver outdoor spaces.

That’s what RHA are proposing for you.

More rhetoric that you shouldn’t take too seriously.

We will look at all options open to us but, CCH want to deliver our future housing needs in a way that is high quality, sustainable and right for the majority of Hart not, just for the few.

But you clearly aren’t looking at anything other than a new settlement. The Paper explicitly rules out looking at alternatives. There is nothing ‘high quality’ about any of the new town proposals delivered so far. For instance, three locations for a secondary school have been proposed. One was next to a mental health unit housing sex offenders, the second was directly on top of a high-pressure gas main and the third was under electricity pylons. And of course, the Inspector threw out the last proposal because he wasn’t convinced it was deliverable.

And, as we have said many times before, reiterated by Councillor “it’s only rhetoric” Radley last night, if we don’t ‘need’ to build more houses then we ‘won’t build any more houses.

The CCH Rhetoric machine is up and running again. The bid to Government committed you to building over and above the local requirement. The new town isn’t needed to meet requirements. So, why are you spending £650K of taxpayers money?

Hart Local Plan Regulation 19 consultation removes the Regulation 18 Strategic Gaps

This is the sixth and final part of our submission to the Hart Local Plan Regulation 19 consultation. This article explains how Hart have removed the strategic gaps around Harley Wintney and Hook that were present in the last consultation. We believe they should restore them and policy NBe2 should be amended.  The process for making a submission is as follows:

  2. From the Hart website, download and complete Response Form Part A (Personal Details). A copy can be downloaded here.
  3. Also download and complete the Response Form Part B (Your Representations), a separate Part B is required for each representation you wish to make. A copy can be downloaded here.

Restore the strategic gaps to the Hart Local Plan Regulation 19 Consultation

The Local Plan identifies strategic gaps between settlements.

However, no gaps are proposed to the east of Hook, to the north west of Fleet or anywhere around Hartley Wintney. This is contrary to the Regulation 18 consultation (see top), where strategic gaps were included to the east of Hook and the SW of Hartley Wintney. These should be restored and new ones added to give effective gaps between Winchfield and the west of Fleet/Elvetham Heath to avoid coalescence into a Hartley Winchook urban sprawl.

Remedy: This policy needs to be amended to include:

  1. A gap to the west of Hook from the east bank of the River Whitewater to at least the power line between Hook and Hartley Wintney
  2. A gap to the south and west of Hartley Wintney/Phoenix Green. This should be at both sides of the A30, from the existing end of development to the Murrell Green light-industrial estate and from St Mary’s Park to the motorway
  3. A gap from Elvetham Heath/A323 to the River Hart and from Edenbrook/Hitches Lane to the River Hart
  4. A gap from the east of Taplins Farm Lane/The Hurst to the River Hart.

Hart Councillors Richard Woods and Sara Kinnell have released a statement about their move from the Conservative Party to Community Campaign Hart. The statement doesn’t really spell out the policy differences that led to their defection.

HART COUNCILLORS LEAVE CONSERVATIVES TO JOIN THE COMMUNITY CAMPAIGN (HART)

Hart District Councillors, Richard Woods and Sara Kinnell, made the difficult decision to leave the Conservatives this week, in a bid to represent their residents fully during the Local Plan process.

The Local Plan, which sets out where development across the District is to be placed, has challenged Hart Councillors to balance the needs of their residents with the long-term sustainability of the wider Hart District.

“It’s a true honour to be elected as a District Councillor” said Cllr Richard Woods. “But when you feel you are unable to represent the residents of your Ward honestly, it’s time to put your political beliefs to one side and do what the people who entrusted you with their vote would want you to do to represent them in the fullest possible way”.

Residents of Fleet West, which includes the Blue Triangle, Calthorpe, Edenbrook and Elvetham Heath; elected Richard in 2014 and Sara in 2015 on the promise they would always prioritise their residents’ needs.

“It’s one of the most difficult decisions I have had to make” said Cllr Sara Kinnell. “I have been a Conservative Councillor for 12 years, initially in Hartley Wintney and now Fleet West, where I live with my family. I have made some great friends and worked on some excellent projects; including the new Hart Leisure Centre and I look forward to continuing my term as a CCH Councillor.”

James Radley, Leader of the Community Campaign (Hart) said “The Community Campaign have long admired Richard and Sara’s integrity and focus on the issues which really matter to residents; always putting those they represent ahead of political agendas. We therefore welcome them both into our team and look forward to them being even more effective for the people of Fleet West now they can be truly independent representatives and not held back by constraints imposed by national politics.”

The Community Campaign (Hart), which saw its first Councillors elected in 2004, is made up of ten independent local Councillors from Fleet & Church Crookham. Richard explained “Sara and I are looking forward to working with the CCH Group. It will be great to be part of a community focused team for the benefit of all residents in Fleet & Church Crookham during the Local Plan process. We look forward to continuing to work with all Members of Hart District Council, regardless of political beliefs, for the good of Fleet & Church Crookham and the wider Hart District.”

Finally, Cllr Sara Kinnell added “This move should be taken in the honest spirit in which it was made. Whilst some people may be disappointed, we trust our residents will understand that our ability to represent them robustly together with our personal happiness must always come before Party politics.”

Fleet News demands action on Local Plan as Hart comes under siege

Fleet News Hart must get a Local Plan in place now

Today’s Fleet News has run an important series of stories on the sorry state of the Local Plan in Hart District. Most importantly, they have run a comment piece demanding that Hart get the Local Plan in place now to protect us from the voracious developers who are putting Hart under siege by developing proposals for big green field developments we don’t need at places like Winchfield, Murrell Green, Pale Lane (Elvetham Chase), Grove Farm (Nether House Copse) and now the Rye Common new village proposal.

If one or more of these green field developments goes ahead before an application is made to redevelop the Pyestock (Hartland Village) site we may well end up with our green fields been ripped up whilst the derelict brownfield site is left undeveloped.

But without a new Local Plan and without up to date policies, Hart is essentially defenceless against the proposals. Moreover, the further delay to the Local Plan means that there is a real risk the Government will step in to do the Local Plan for us if the plan is not in place by early 2017.

Wates Developments seeks Environmental Assessment of Pale Lane site

SHL 52 SHLAA Site - Pale Lane, near Elvetham Heath and Hartley Wintney, Hart District Hampshire

Wates Developments has submitted an application for an Environmental Impact Assessment Scoping Report on the Pale Lane site (known as SHLAA site SHL 52 and strategic site STR009) that straddles Elvetham Heath and Hartley Wintney parishes.

Wates have made a presentation to Elvetham Heath Parish Council, and plan to make further presentations to interested groups.  A copy of the slides used can be found on the download below.

The site lies to the west of the existing Elvetham Heath development, and is bounded to the north by the M3 motorway and to the south by the main railway line to London.

As part of their submission, Wates have given an indicative layout of the final scheme (reproduced above), that will, if eventually approved, contain around 700 new houses, a local community centre, a new primary school and be called Elvetham Chase.

We don’t oppose an Environmental Assessment being carried out, but we would be very disappointed if this development went ahead because:

  1. Hart currently has a 6.7 year land supply, based on the existing inflated Strategic Housing Market Assessment
  2. The Housing Market Assessment is currently being reviewed, and the expectations are our housing allocation will be reduced
  3. Hart District Council is participating in a Government pilot scheme to create a register of brownfield sites,
  4. Hart has initiated a study to identify the brownfield capacity of the district and
  5. Our figures suggest there is capacity for around 4,000 homes on brownfield sites (including Pyestock aka Hartland Park) compared to only 2,500 further houses need to be permitted to meet our current housing target up to 2032.

So, we see no need to concrete over any more of our greenfields for decades to come.

We also note that Adams Hendry’s assessment determined that there were significant transport issues with the site and suggested that Pale Lane might have to be closed to vehicular traffic saying:

Primary vehicular site access would almost certainly be provided onto the A323, with a potential secondary access to the south on Pale Lane. However, the Pale Lane access is severely constrained by being a single track lane with a narrow single-track tunnel under the railway and single track bridge over the River Hart. If it were to provide an effective access point for development at the site, all of this infrastructure would need to be upgraded, not least to ensure effective and safe pedestrian and cycle access between the site and the Hitches Lane Country Park to the south of the railway. However widening the tunnel under the railway and the bridge over the river are likely to be very costly. Therefore, it would be sensible to test closing Pale Lane to all vehicular traffic as an alternative that would ensure safe pedestrian and cycle access could be achieved.

Response to Face IT article in Fleet News and Mail

FACE IT have been quoted in this week’s Fleet News & Mail, claiming that the “urban extension option may sound like a ‘brownfield’ solution but would actually mean an extra 2,173 homes being built on green fields in Fleet and Hook”.

It does appear that all of the efforts they have put into their campaign around the Hart Council’s Housing Option Consultation has exhausted them to such an extent that they now misunderstand the difference between types of development because nobody is arguing that urban extensions are somehow brownfield development in disguise.

They make spurious claims about school places, after making up their own estimate of how many extra school places might be required without doing a proper population projection.  Note that Hampshire County Council have not put in place any plans beyond 2018, are forecasting a surplus of secondary school places at that time and a reduction in the birth rate as well as admitting that Hart schools are educating many children from outside the district.

They also make some claims about the scale of development that has occurred in Fleet, Church Crookham and Hook and about how many houses would end up being built around Fleet and Hook under each of the options Hart has put forward. It is not clear where they get their numbers from, because they don’t tally with the figures we put together.

However, nobody would dispute that Hook in particular has seen a big rise in housing in both absolute and relative terms. But what we find difficult to understand is why Hook’s Neighbourhood Planning team and Parish Council are advocating the new town option as their first choice which would deliver more than 1,800 houses in Hook Parish and effectively coalesce Hartley Wintney, Winchfield and Hook into a giant conurbation that might be named Hartley Winchook. This is more houses than the urban extension they oppose (730 houses), more than the dispersal option put forward by Hart Council (204 houses) and more than the brownfield solution put forward by We Heart Hart (only 57 new dwellings to be permitted).

FACE IT rightly say that the combination of Fleet, Church Crookham, Elvetham Heath and Ewshot (greater Fleet) has seen a lot of new housing in absolute terms over recent years. However, this is only part of the story as all parts of the district have seen significant development. When you look at the amount of new housing in proportion to size, the percentage increase for greater Fleet over the planning period of 2011-2031 is forecast to be around 17% for the dispersal and urban extension options and 14% with the new town option. This is below the average for the whole district at 21%, 18% and 18% respectively for each option and well below the percentage increases for places like Hartley Wintney which is forecast to see 34%, 39% and 21% increases for each of the options put forward by Hart.

The brownfield option that We Heart Hart has put forward has the potential to meet all of the remaining housing need and results in a more balanced distribution across the district in proportion to the size of existing settlements.  Our solution would result in a 23% increase for the greater Fleet area, 22% for Hartley Wintney and 27% for the smaller parishes that include Winchfield.

The proposed densities in the brownfield option are not at all demanding, with an average density on the SHLAA sites of around 25 dwellings per hectare.  The proposed densities on the vacant office blocks are no different to some developments that Hart has already permitted on Fleet Road, such as the new McCarthy and Stone development.  Our proposals do not include Pyestock (aka Hartland Park), which could deliver even more houses on brownfield sites into the future if Hart Council is successful in reallocating that site for housing.

We do agree with FACE IT, that we need to take a strategic view of the future, but we disagree on what that strategic vision might be.  In our view, continuing to concrete over green fields equivalent to 25 football pitches each year is not at all sustainable and our children and grandchildren would not thank us for doing that.

The advantages of a brownfield solution are:

  • It preserves the very countryside that makes Hart such a great place to live,
  • Produces a greener solution, making better use of existing infrastructure and more efficient housing,
  • Delivers more of the smaller, more affordable housing of the types that we need to meet the needs of our young people aspiring to gain a foothold on the housing ladder,
  • Delivers more specialist accommodation for the elderly in the right places for them as well as freeing up larger properties for growing families,
  • Delivers infrastructure funding to existing communities where there is currently a £78m funding deficit
  • Lower risk of delivery because it is spread across a large number of sites with multiple developers

Of course, the new town proposal that is in the consultation has been undergoing testing for over a year now, and has identified a number of significant barriers including education, transport and foul water drainage.  The costs of the infrastructure required for a new town are astronomical and would never be met by developer contributions. If Hart were to choose the new town option, it runs the risk of not passing inspection because infrastructure delivery could not be guaranteed.

We hope that the new Strategic Housing Market Assessment, (SHMA) when it is eventually delivered in June will result in a lower housing target for Hart, Rushmoor and Surrey Heath. But until then, the threat of Hart having to build 3,000 for those districts is very real.  Support for a new town will create capacity to build these extra houses which will mean we will end up with the worst of all worlds, a new town, urban extensions and dispersal across the district.

So, we urge all residents of Hart to reject a new town, reject urban extensions and get behind a brownfield solution and give Hart Council further encouragement to step up their efforts in this regard by responding to the consultation and putting support for a brownfield solution in the comments.

Our previous posts (here and here) about the level of development that will be faced by the different parishes under the different development proposals put forward by Hart District have been criticised for two reasons:

  1. That the parishes are grouped in to clusters and,
  2. That the analysis does not go back far enough in time

The answer to the first point is that unfortunately, Hart have only provided the development from 2011-2015 in the parish groupings shown, so there is no other way of presenting the data and still maintaining accuracy.

In answer to the second point, we have now incorporated the census data from 2001 into the calculations, so now it is possible to see the percentage increase in the same parish clusters from 2001-2032 and from 2011-2032.  The results in graphical and tabular form are shown above and below. This data for dispersal shows that Fleet, Church Crookham and Crookham Village will not take more proportionate development than many other areas of Hart such as Hook, Hartley Wintney and the “Other” rural districts.  But it does show that Yateley and Blackwater have taken least proportionate development over both time periods and the smaller rural districts would take a very large proportionate increase if this strategy were pursued to the fullest extent.

First, the dispersal approach, the graph is shown above, and the table below:

Second, the urban extension approach below. This shows that Hook will take the largest proportionate development using this approach over both time periods and Crookham Village will also see a very large proportionate increase in housing. Again Yateley and Blackwater are relatively unscathed, with the smaller rural districts taking relatively little proportionate development.  This would point towards a need for some more dispersal towards those districts, but not to the full extent described above:

And finally, the new town approach. This shows again that Hook parish would bear a large proportionate increase in housing, plus the Winchfield part of “Others” would also bear a massive increase in housing, with Winchfield enduring a 6-fold increase during the plan period, with much more thereafter.

To us, this points to the need to redouble efforts to rebalance the housing proposals and redouble efforts to find a brownfield solution.

Further to our post of yesterday, that showed the impact by parish of following a dispersal strategy, we have now created graphs to show the impact by parish of urban extensions and a new town.  In each case, it shows that the urban areas of the district are not taking their fair share of housing.

This demonstrates to us the need to step up efforts to follow a brownfield strategy and re-find the 1,400 units on brownfield sites that Hart lost after saying that 1,800 units on brownfield land could be readily quantified back in September 2015.

First, let’s take at the new town strategy.  The chart showing the %-age increase in dwellings by parish from 2011 to 2032 if we followed a new town strategy to meet the remaining need from now on is shown above.  The table showing how this has been calculated is shown below:

Of course, only 2,000 of the full 5,000 will be delivered before 2032.  We have distributed these across Winchfield (in others) and Hook parish in the same ratio of the overall delivery shown in the SHLAA.  However, the secret plan from the Winchfield Consortium showed the Murrell Green sites would be developed first, so this may understate the impact on Hook.

Now, let’s take a look at the Urban Extension option.  he chart showing the %-age increase in dwellings by parish from 2011 to 2032 if we followed an urban extension strategy to meet the remaining need from now, together with the table showing how this has been calculated are shown below:

The urban extensions are at Pale Lane which is split across Elvetham Heath and Hartley Wintney parishes, west of Hook which is in Hook parish and west of Fleet (in Crookham Village Parish].

Hart Council has published a lot of data related to the new consultation.  We have taken a look at it, come to the conclusion that the combination of the houses built or permitted since 2011, plus the proposals for dispersal show that our urban areas are not taking their fair share of housing. We think that Hart District should be trying harder to find brownfield sites in Fleet, Yateley and Blackwater to redress the balance and save our countryside (see slider of sites below).

The chart above shows the %-age increase in dwellings by parish by combining the data shown in the table in para 30 of the main consultation document. This gives the distribution of dwellings built or permitted since 2011:

It did look odd to us that the parishes of Elvetham Heath, Fleet, Church Crookham and Ewshot should be grouped together like they were to give the impression that these parishes had already taken a lot of housing.  Of course if you combine a number of parishes together, then it is obvious that their combined contribution is going to be larger than the individual parishes to which they are compared.

So, we started with the census data for the number of dwellings by parish, and combined them together in the same way Hart had, then added on the number of houses implied by the figure above, then added the number of houses proposed by the dispersal option and expressed the result as a %-age increase on the number of dwellings that were there in 2011:

This shows that the urban areas that include Fleet, Yateley and Blackwater will take the lowest %-age increase in housing. Whereas, places like Hook, Hartley Wintney and the other rural parishes  are going to take massive %-age increases in housing.

Of course, a new town would disproportionately impact Winchfield, but would also lead to 1,800 further houses in Hook and effectively join those parishes to Hartley Wintney, into a giant Hartley WInchook conurbation.  Even the proposed urban extensions will further increase the pressure on Hartley Wintney and Hook.

One of the proposed extensions, the so-called Pale Lane extension (SHL 52) is largely in Hartley Wintney Parish, and another of the extensions is to the west of Hook (SHL 173).
