Excellent summary and i only hope Hart DC would put as much effort into this subject as you have – Local Plan is the #1 topic for them at the moment and they seem incapable of learning from past errors or applying much focus to the subject. Again i draw them to read only one quote from Albert Einstein on the definition of insanity – insanity is doing the same thing over and over and over again and expecting a different outcome.
